If you choose not to give the amulet to Brencis’s soldiers, you can keep it.
Quick Review
This amulet makes Witchcraft abilities easier to use by increasing their damage and reducing their Health Cost. It also increases Activation Charge Restoration from Actions, making it easier to use not only Witchcraft abilities but Swordmastery abilities as well.
Most Precious Thing is a side quest that branches off from Echoes of Silenced Bells. During that quest, you can also obtain Leonica’s Ring, another accessory that strengthens Witchcraft abilities.
Equipping both accessories can give your Witchcraft abilities a significant boost.
(It is a bit unfortunate that neither of them provides Witchcraft Ability Cooldown reduction, though…)
